USA 0, China 1 — the tariff that came back as a refund
Fiscal 2026 customs receipts fell $21.65bn to $173.22bn, with three negative months as refunds flowed out of the customs account. The federal workforce that collects the tariffs is down 255,000. China closed the same month with a $133.5bn surplus.
